City Council Meetings 101: Simple Tips to Help You Stay Informed and Engaged

I’m always encouraging people to “be in the room,” but do you actually know what to do once you get there?

When I first started attending City Council meetings, I really had no idea what I was doing. I would walk in, sit down, listen, and leave. Over time, I learned how important it is to understand the process, not just attend the meeting. So, I want to make it easier for you.

Here are a few simple things that can help you stay informed and engaged at your local meetings:

✔️ Sign in when you arrive
Most meetings have a sign-in sheet. I usually put my name and “McDonough,” although some people include their full address.

✔️ Grab the agenda
This is important. For a long time, I didn’t realize agendas and agenda packets were available online before the meeting. I used to just show up and try to follow along in real time. Reviewing the agenda beforehand helps you better understand what’s being discussed and what decisions may be made.

✔️ Arrive a little early if possible
This gives you time to settle in, review the agenda, and sometimes even introduce yourself to elected officials, staff, or neighbors before the meeting starts.

✔️ Understand public comments
If you have a concern, question, or even praise, you can speak during public comments. Some agenda items, like public hearings or community development topics, may also have their own separate public comment section.

✔️ Take notes directly on the agenda
This is one of the easiest ways I stay organized. I write my notes directly on the printed agenda so I can remember what was discussed at each meeting without carrying extra notebooks.

✔️ Learn your district and council member
It’s helpful to know which district you live in and who represents you because you’ll start paying closer attention to discussions connected to your community.

✔️ Don’t be intimidated if you don’t understand everything
Local government has a lot of terminology, procedures, and moving parts. Most people are confused during their first few meetings. That’s normal.

✔️ Pay attention to who is in the room
The room tells a story. Department heads, attorneys, developers, business owners, residents, board members, and community leaders all help you better understand what’s happening in your city and county.

✔️ Read the agenda packet slowly
Some agenda packets can be hundreds of pages long. Don’t overwhelm yourself trying to read everything at once. Start with the items that impact or interest you most.

Then… just listen and learn.

You do not have to know everything to get involved. I certainly didn’t when I started attending meetings. But over time, you begin to understand how local government works, who handles what, and how decisions impact your community.

That’s how engagement starts. One meeting at a time.
